汉兴，高祖初入关，约法三章，除秦苛政，与民更始。	汉朝兴起时，高祖初入关中，约定法律三章，除去秦朝的苛刻政治，与民众重新开始。	When the Han arose, when Gaozu first entered the passes, he made a covenant of three laws, removed Qin's harsh policies, and started anew with the people.
