Yu Xu, style named Shengqing, was a native of Wuping District in Chen State. |
His grandfather Yu Jing, once an official in charge of the district prison, enforced the law fairly and precisely, but he also tried his best to be lenient. Every winter, he submitted written judgments to the court, and while doing so, he often wept. |
He once said, "Duke Yu of Donghai built a tall gate for his village, and as a result, his son Yu Dingguo attained the position of Counselor-in-chief. I have judged cases for sixty years, and even if my accomplishments are not as lofty as those of Duke Yu, I think I have done much. Can't my heir be appointed to the position of Nine Chamberlains?" |
That's why Yu Jing named Yu Xu with the style name of Shengqing. |
When Yu Xu was twelve, he was able to fully understand the *Book of Documents*. His father died early, and he was very filial toward his grandmother, so the district recommended him as a Filial Grandson candidate. |
The Counselor-delegate of Chen appreciated him very much and wanted to appoint him with a minor position. |
But Yu Xu refused, saying, "My grandmother is ninety years old, and she cannot live without me." |
The Counselor-delegate then gave up this idea. |
Later, Yu Xu's grandmother died, and after his mourning period was over, he was summoned by the Defender-in-chief Li Xiu to serve as Gentleman of the Interior under him. |
In the fourth year of the Yongchu era (110 AD), the Qiang tribes rebelled, ravaging Bingzhou and Liangzhou regions. |
Grand General Deng Zhi, finding military expenses too great and unable to manage both fronts, planned to give up the Liangzhou region and concentrate his forces on defending the north. |
Therefore, he gathered dukes and chamberlains to discuss the matter. Deng Zhi said, “It is like a worn garment—if we use one piece to patch another, we can still have a complete one; but if we don’t, neither will be preserved.” |
Everyone agreed with him. |
Hearing this, Yu Xu went to persuade Li Xiu, saying, “I have heard that the dukes and chamberlains plan to abandon Liangzhou; in my humble opinion, I see no benefit in such a decision. |
Our late emperors toiled hard to expand and settle the frontiers, yet now, out of fear of small expenses, we would cast them all away. |
If Liangzhou is abandoned, the Three Metropolitan Areas will become the frontier; if they become the frontier, the imperial tombs will be exposed — that would be utterly unacceptable. |
As the saying goes, ‘The western passes produce generals, and the eastern passes produce counselors.’ The soldiers of Liangzhou are more valiant than those of any other region. |
The reason the Qiang tribes dare not invade and seize the Three Metropolitan Areas, posing a grave threat to the empire, is because Liangzhou stands behind them. |
The reason the local people of Liangzhou take up arms and fight fearlessly is that Liangzhou is part of Han territory. |
The reason they have no thought of rebellion is that they are subjects of the Han. |
If we abandon Liangzhou and move its people away, they, being attached to their homeland, will surely develop disloyal thoughts. |
If the great families and heroes unite and sweep eastward, then even with Meng Ben and Xia Yu as soldiers and Duke Tai as general, we would still struggle to resist them. |
Those who discussed it compared it to patching a garment and making it whole again, but I fear it is like an ulcer eating the flesh, spreading endlessly — abandoning Liangzhou is not a wise plan. |
Li Xiu said, “I did not think of this. If not for your words, we might have ruined the state’s affairs. Then what should we do?” |
Yu Xu said, “Now Liangzhou is in turmoil and the people are unsettled; I fear an unexpected rebellion may arise. We should order the Four Offices and Nine Chamberlains to recruit several men from Liangzhou, and appoint the sons of the regional governors and magistrates to honorary posts — outwardly to encourage and reward them, but in truth to bind and restrain them from treachery.” |
Li Xiu approved his words, reconvened the Four Offices, and they all adopted Yu Xu’s proposal. |
Thus they summoned the powerful men of Liangzhou as clerks and appointed the sons of governors and officials as court gentlemen, thereby reassuring them. |
Deng Zhi and his brother held a grudge against Yu Xu because he had opposed their plan, and they tried to use official law to harm him. |
Later, the bandit Ning Ji of Chaoge, along with several thousand followers, attacked and killed government officials; the counties and prefectures could not suppress them, so Yu Xu was appointed Magistrate of Chaoge. |
His old friends came to bid him farewell and said, “How unfortunate that you are assigned to Chaoge!” |
Yu Xu smiled and said, “A true minister does not seek ease nor avoid difficulty — that is his duty. Without encountering twisted and knotted roots, how can one prove the sharpness of his blade?” |
When he first arrived, he paid a visit to Ma Ling, Governor of Henei. Ma Ling comforted him, saying, “You are a scholar — you should be advising the court, not serving in Chaoge.” |
Yu Xu said, “On the day I took office, all the officials came to console me, but by my estimation, these bandits will not amount to anything.” |
“Chaoge lies between the territories of Han and Wei, with Mount Taihang at its back and the Yellow River before it; it is only a hundred li from Aocang, and there are tens of thousands of refugees from Qingzhou and Jizhou there.” |
“These bandits do not know to open the granaries to attract the people, seize the weapons from the armory, and guard Chenggao to cut off the empire’s right arm — thus, they are not to be feared.” |
Now they have the momentum and the strength. It will be very difficult for us to fight with them. |
There can never be too much deception in war. I just hope that the controls will not be too strict, then my strategy can come to fruition. |
When Yu Xu arrived at his office, he set up three recruiting levels to recruit strong men. Officials below the rank of Administrator could recommend those candidates whom they knew were capable. |
Those who were robbers would be enlisted in the highest level; those who were thieves would be enlisted in the middle level; and those who were still in the mourning period and did not work would be enlisted in the lowest one. |
There were more than one hundred people recruited. |
Yu Xu arranged a banquet to welcome them, and he pardoned each of their crimes. Yu Xu also sent these people back to their original bandit groups and asked them to lure their fellow bandits into robbery. He then had troops wait in ambush. |
As a result, several hundred bandits were killed. |
Moreover, Yu Xu secretly hired tailors from poor families to make the bandits' uniforms, and a piece of colorful thread was used as a mark in the front portion of each uniform. Whenever these bandits came to town, they would be caught by officers. |
Consequently, many bandits were frightened and fled away, and everyone praised Yu Xu as a wise man. |
Yu Xu was then promoted to the position of Magistrate of Huai. |
Later, when the Qiangs invaded Wudu Commandery, Empress Dowager Deng promoted Yu Xu to Governorship of Wudu because she knew Yu possessed the talent and skill of a military general. |
She summoned Yu Xu to the Jiade Hall, and bestowed many rewards on him. |
The head of the Qiangs led his troops of several thousand to intercept Yu Xu’s troops in Chencang and Xiaogu. |
Yu Xu immediately halted his troops and did not move forward. He deliberately made this news known to the Qiangs, saying that he had asked the emperor to send more enforcements and he planned to advance after the reinforcements arrived. |
Upon hearing the news, the Qiangs divided their troops into small groups to plunder nearby districts. |
Yu Xu seized the opportunity when the Qiang troops were scattered, marching his troops urgently day and night for more than one hundred li. |
He commanded each soldier to build two cooking stoves and then to double their number the following day. As a result, the Qiangs did not dare to move too close. |
When asked, “Sun Bin reduced the building of cooking stoves, but you increased it. According to the principles of war, we should not march more than thirty li per day to avoid accidents. But today we march nearly two hundred li—why is that?” |
Yu Xu said, “The Qiang troops are many, but our soldiers are few. If we march slowly, they will easily catch up; if we move fast, they cannot predict our actions. When they see our stoves increasing daily, they will think reinforcements have come to meet us. Seeing we have more troops and march swiftly, they will not dare to pursue us. Sun Bin deliberately showed weakness; I now deliberately show strength—our situations are not the same.” |
When he arrived in the commandery, Yu Xu had less than three thousand soldiers, while the Qiangs had more than ten thousand followers, and they surrounded and attacked Chiting for several dozen days. |
Thus, Yu Xu sent an order to the army and told them not to shoot with large, strong arrows but instead to shoot with small arrows. |
The Qiangs thought their enemies’ arrows were weak and could not reach them, so they gathered all their troops to attack fiercely. |

Before that time, the pathways for transporting goods were difficult and dangerous, and it was impossible for boats or wagons to pass through. People had to rely on donkeys for transportation, but it cost five bushels of rice to transport one bushel of rice. |
